Part 1: The Tides of Time (Tidal Bell): From Cianwood, with a fire-type Pokémon in your party, surf directly east from the shore just above Mrs. Egg until you reach a whirlpool.  Cross the whirlpool with the appropriate HM move and continue to surf around the island until you reach a cave opening to the Whirl Islands.  Enter the cave, then climb down the ladder closest to the entrance.  Once down, follow the right branching path, then right again to find Hiker Hobbs. Talk to this hiker to challenge him to a battle.  After defeating Hiker Hobbs, inspect the green crystal on the wall where he was previously standing. Your fire-type Pokémon will then be able to help melt the crystal when dragged into the box presented, releasing the Tidal Bell and completing the quest.  Part 2: The Silver Wing: From Olivine, walk west along the beach of Route 40 until reaching the bend leading up towards the Battle Frontier gate. Surf south past Swimmer George until reaching a whirlpool.  Cross the whirlpool and surf around the island until you reach another cave opening to the Whirl Islands.  Enter the cave, then climb the ladder closest to the entrance. From the ladder walk straight down and continue following the path to the right until you reach and climb down another ladder.  Walk down the large staircase just south of the ladder until you reach a path branching left and right. Follow the path left and enter the cave.  In this cave, you'll find Feebas and several members of Team Rocket. Defeat all 3 and Feebas will reward you with the Silver Wing completing the quest. With both of these quests complete you can now challenge Lugia at the bottom of the Waterfall Cave in Whirl Islands.  |
